East African Phytosanitary Information Committee By-Laws (Working Draft 1)
Mission:
To serve as a secure repository for official information on pests of phytosanitary significance in the East African Region. To provide mechanisms for appropriate electronic sharing of this information among member countries and other national and international entities
Membership:
Committee Membership is open to all African countries upon approval of a majority of current members. Each member country shall have 2 representatives from the respective country Ministry of Agriculture or equivalent Ministry. Each representative may invite up to 2 guests (more with prior approval of the EAPIC).There shall be a secretariat, approved by the Committee.
Responsibilities:
EAPIC shall:
- provide oversight for the development and maintenance of the East African Regional Pest Information Management System (EA PIMS), including both the regional and individual country systems. This includes establishment of protocols for the addition of new species to the master regional pest list.
- establish a system User Group for PIMS, with membership from each member country. This User’s Group will suggest, review and prioritize changes, including new modules, in PIMS, and present their recommendations to the full EAPIC for discussion and approval. The User’s Group will also oversee an Annual Report on PIMS to the EAPIC, including a review of data security and accuracy..
-seek out partners both for collaboration in mutual activities and for funding opportunities, including donors and industry with ‘sustainable” programs. In particular, EAPIC shall establish working relationships with IPPC, diagnostic networks, and other groups involved in phytosanitary activities.
- serve to encourage and support, in so far as possible, networking activities with partners focused on data exchange, trade facilitation, program coordination, and avoidance of redundancy.
